DOJ project experience
Senior Oracle Developer / Data Architect
Consultant through Delegata / Promantis · January–July 2026
I joined as technical lead, helped restore project momentum and moved the work toward acceptance. The focus: a consistent, traceable path from complex legacy data to a dependable target architecture.
Architecture approved
Designed and gained DOJ approval for a Bronze/Silver/Gold Oracle architecture connecting 14 large, remote legacy firearms systems.
Bronze framework delivered
Designed, coded, tested, demonstrated and delivered the DOJ-accepted Bronze framework, with configuration-driven source movement and change capture.
Silver/Gold processing designed
Designed person-centered assembly, matching and reconciliation, with lineage and controls that block authorization until uncertain matches are resolved.
The delivery also included Bronze and Silver prototypes. Operational Bronze processing, prototype work and later Gold application goals are distinct.
Installation, training and support. Delivered Bronze and Silver installer packages and helped DOJ staff install the software on their own systems through training and hands-on support. The handoff combined code with practical knowledge for the receiving team.
More about the engineering approach
The architecture provided a consistent path from source to final output, safe restarts and a complete audit history. The delivered Bronze framework included logging, diagnostics, testing and operational controls.
The Silver/Gold design brought together person-centered records, explicit matching rules and reconciliation for uncertain matches. The emphasis was on preserving business meaning and making decisions traceable. Rule-driven ingestion, checkpoint matrices and promotion logic supported deterministic, restartable movement and controlled advancement through the synchronization design. I worked with DOJ and partner teams on event models, operational workflows and data contracts.
Value for a client: technical leadership that connects architecture with working code, clear evidence and an explainable handover.

Understand a system before you change it
California Student Aid Commission · November 2023–March 2025
Reverse-engineered a complex Oracle grant-processing system and authored a 450-page reference supporting modernization and audit readiness.
Explore the CSAC work
Uncovered data flows, dependencies and PL/SQL business logic. Reconciled conflicting tribal knowledge through interviews, then documented the system with schema diagrams, lineage maps, flowcharts and dependency matrices so technical and business teams could work from a shared understanding.
- Mapped ingestion, staging, rules processing and reporting across Cal Grant, Dream Act/DACAA, Chafee and other grant programs.
- Clarified batch workflows, schema interactions and transformations dependent on Department of Education data.
- Identified opportunities to improve ETL workflows, schema organization and cross-system integration.
- Gave leadership, development, QA and business teams a shared view of end-to-end processing.
The work combined technical investigation with interviews to resolve conflicting accounts of system behavior.
